Illinois will enable gig drivers to collectively negotiate for better pay, benefits, and job protections with ride-hail app companies like Uber and Lyft under legislation Gov. JB Pritzker (D) signed into law.
The measure (HB 5090) makes Illinois the third state after Massachusetts and California to enact a state-supervised process for transportation network drivers to unionize and bargain on an industrywide basis. The legislation signed Friday sets up a version of the sectoral bargaining model that’s more common in Europe but rare in the US, where employees typically negotiate only with their employer.
